Primes project develops training materials on green public procurement

Within the Primes project a training package on energy-efficient public procurement has been developed and it is free to be used to train procurers and to increase implementation of energy efficient procurement in practice.*

Training from ICLEI

The training package has been produced by ICLEI – Local Governments For Sustainability, who is a project partner, to provide a package of "GPP Capacity Building" material for the Primes task forces to deliver trainings to their purchasing organisations.


The materials are ready for use by the project partners and other public authorities and builds on existing material (e.g. from GPP2020). It incorporates relevant tools and guides and comprises a series of modules covering different aspects of purchasing energy-efficient products and services.

A variety of modules

The underlying principles of GPP implementation form the basis of the training package and it includes grouping related products (e.g. IT products, vehicles, green electricity), where the modules are providing real-life examples as well as outlining existing national/European criteria recommendations providing practical information for procurers and describing thoroughly the criteria used, the results and lessons learned.

The modular nature of the training package consisting of many different power point presentations including trainer notes allow it to be tailored to the specific circumstances of individual authorities. For the user friendliness of the training material each section is kept short and focused plus the material is composed in a way that makes it possible to skip certain sections if they are of little relevance for a specific authority.
